Wi-Fi no longer works with Airplane mode enabled?

I was able to use Wi-Fi with Airplane mode in the past. But now suddenly it doesn't let me?

I toggle airplane mode, then enable wifi in settings. Then get the toast notification "In Airplane mode"

Any fixes?
